Council adds midpoint rate rise option to draft plan

The main change to the draft Community Strategic Plan, Resourcing Strategy, Delivery Program and Operational Plan is a new midpoint scenario for the special rate variation. Councillor Taylor moved the amendment, which sits between the low and high scenarios recommended by staff. The midpoint funds infrastructure improvements but leaves Marion Street Theatre in the top scenario, Scenario 3.

Councillor Taylor said the change reflected late advice from staff and added a third option.

"This is primarily to reflect a change, a couple of late changes as advised by staff yesterday, and also to add a midpoint scenario between the two recommended by staff."

Councillor Balachandran spoke against the amendment, saying councillors had not had enough time to consider it. The amendment was carried unanimously, with all councillors in favour.

The meeting also heard an update on the draft affordable housing policy, including a list of public submissions dated 8 April. The item was for post exhibition consideration; the excerpt does not show a decision.

A confidential memo on Norman Griffiths Oval, dated 14 April, was noted. The meeting moved into closed session to discuss it and other confidential matters. On returning, the council resolved to endorse the actions in a note signed by the mayor and witnessed by a councillor on 15 April 2025. That resolution was carried unanimously.
