Ku-ring-gai backs TOD alternative and weekly SSD updates

Councillors unanimously adopted amended planning maps and clauses for their own transport oriented development scheme, and the Mayor agreed to a weekly update on state significant developments and TOD applications for residents.

Ku-ring-gai councillors have voted unanimously to adopt amended local environmental plan maps and clauses as part of their alternative transport oriented development scenario. The amended motion included additional revisions set out in memos from the Director of Strategy and Environment dated 22 May 2025 and 3 June 2025.

The main item, listed as GB1, dealt with the TOD alternative preferred scenario proposed amendments post exhibition. Councillor Indu Balachandran moved an alternate motion to the council staff recommendation, and the changes were read out so people at home could follow them.

The motion also included submitting the amended maps and clauses, plus a revised implementation strategy, to the Department of Planning, Housing and Infrastructure to prepare a state environmental planning policy to implement council's alternate TOD scheme. It also proposed commissioning a preliminary assessment of heritage items.

A question was put to staff about a potential addition to 924 Pacific Highway Gordon from residents. The answer was that there was a submission in favour of the changes as included in the staff report, and one objection received after the close of submissions, detailed in a late submission package.

The amendment was put to the vote and carried unanimously, and then became the substantive motion. It was also carried unanimously. The meeting moved on to business without notice and the Mayor declared the meeting closed at 8.05pm.

Earlier in the meeting, councillors dealt with a Mayoral Minute on State Significant Developments and Transport Oriented Development applications. Councillor Spencer said the minute would help the community understand the numbers of applications.

"I read your Merrill Minute and I believe when this is made available the community would read it as well and I thank you for it because I have been receiving queries in relation to this"

Councillor Spencer requested that councillors be updated weekly on any movement so they can give residents consistent information. The Mayor agreed to provide a weekly update.

The meeting also dealt with a motion for a 15 minute adjournment, moved by Councillor Matt Devlin and seconded by Councillor Wheatley. It was carried 8-2, and the meeting resumed at 7.40pm.
